He was accompanied at the event by <strong>His Highness Sheikh Hamdan bin\nMohammed bin Rashid Al Maktoum<\/strong>, Crown Prince of Dubai and Chairman of The\nExecutive Council of Dubai. <\/p>\n\n\n\n<p>The opening session featured addresses by Ivanka Trump, Advisor to the\nPresident of the United States of America (USA); David Malpass, World Bank\nGroup President; and Kristalina Georgieva, Managing Director of the\nInternational Monetary Fund.<\/p>\n\n\n\n<p>Also attending the event were <strong>HH Sheikh Mansour bin Mohammed bin\nRashid Al Maktoum; Her Highness Sheikha Manal bint Mohammed bin Rashid Al\nMaktoum, President of the UAE Gender Balance Council, President of Dubai Women\nEstablishment, and wife of His Highness Sheikh Mansour bin Zayed Al Nahyan, UAE\nDeputy Prime Minister and Minister of Presidential Affairs; HH Sheikha Latifa\nbint Mohammed bin Rashid Al Maktoum, Chairperson of Dubai Culture &amp; Arts\nAuthority; HE Mohammed Al Gergawi, Minister of Cabinet Affairs and the Future; HE\nObaid bin Humaid Al Tayer, Minister of State for Financial Affairs; HE Mona Al\nMarri, Chairperson of the Board and Managing Director of Dubai Women\nEstablishment; and a number of ministers and senior officials.<\/strong> <\/p>\n\n\n\n<p>In her opening speech,\n<strong>Ivanka Trump<\/strong> thanked His\nHighness Sheikh Mohammed for his \u201ccommitment to advancing women\u2019s economic\nparticipation across Dubai and the broader United Arab Emirates.\u201d She commended\nEmirati leaders for \u201cremoving barriers to women joining the workforce and\ndeveloping a national strategy that recognises that women are central to\nsustainable growth.\u201d<\/p>\n\n\n\n<p>She noted that last year, more than 70% of\nEmirati university graduates were women. She also commended key countries in\nthe MENA region for instituting significant reforms over the past two years. \u201cSaudi\nArabia has changed laws to respect women\u2019s freedom of movement and access to\ncredit and financial services. Bahrain introduced legislation to prevent\ndiscrimination in the workplace. Jordan eliminated legal restrictions on\nwomen\u2019s ability to work at night. Morocco expanded women\u2019s land rights and\nTunisia introduced laws to combat domestic violence. We applaud these\nadvancements,\u201d she said.<\/p>\n\n\n\n<p>However, she stressed that there is still\nmuch more work to be done. \u201cToo many women continue to face obstacles to\nentering the workforce, starting their own businesses, reaching their full\npotential, and charting their own future. In the Middle East and North Africa,\non average, women have only half the legal rights of men. In this region alone,\nwomen\u2019s economic equality has the potential to add $600 billion to global\nannual GDP by 2025,\u201d Ivanka Trump said. <\/p>\n\n\n\n<p>\u201cThat number represents far more than an\neconomic boom \u2013 it represents millions of lives full of promise \u2013 mothers who\ncould provide for their children, daughters who could be the first to graduate\nhigh school, and young women who could start businesses and become job creators.\nThis is the future we can and must achieve together,\u201d she pointed out.&nbsp; <\/p>\n\n\n\n<p>\u201cToday, we come together to ask the nations\nof this region to continue to work with us, to break new ground, and to\ninstitute changes, legally and culturally, that will give every woman the\nchance to determine her own destiny and to bring greater peace and prosperity\nto this region and the world,\u201d she told the audience. <\/p>\n\n\n\n<p>In his opening remarks, <strong>David Malpass, President of the World Bank Group<\/strong>, said: \u201cWe estimate that in MENA, increasing female labour-force participation to the levels of men could boost regional GDP by 47 percent.&nbsp; Currently, US$ 575 billion in regional income is lost because of gender-based discrimination in laws, social norms and practices that constrain women\u2019s rights and opportunities. Fortunately, more countries recognise that their economies can only reach their full potential with the full participation of both women and men.\u201d <\/p>\n\n\n\n<p>He said the World Bank has been working on\ntwo key areas:&nbsp; laws and regulations and\nbroadening access to finance. \u201cWe need to work towards having laws, policies,\nand regulations that empower women to succeed in the economy.&nbsp; The World Bank\u2019s <em>Women, Business, and the\nLaw<\/em> report tracks eight indicators for women \u2013 from entering the workforce\nto living in retirement \u2013 across 190 economies.\u201d<\/p>\n\n\n\n<p>\u201cMENA has historically had the lowest\naverage score on the report\u2019s index.&nbsp;\nHowever, this year, the region made the most progress. Jordan, Lebanon,\nAlgeria and Bahrain made a number of reforms.&nbsp;\nThe UAE and Saudi Arabia, in particular, made the most reforms. Since\n2015, the UAE has pushed for legislative reforms, including equal pay and\nfemale representation in corporate boardrooms. In Saudi Arabia, laws were\nchanged to protect women from employment discrimination and to prohibit\nemployers from dismissing a woman during pregnancy and maternity leave,\u201d he\nsaid<\/p>\n\n\n\n<p>Malpass also underlined the need for broadening\naccess to finance and markets:&nbsp; He noted\nthat globally, the financial gap for women-led businesses is $1.5 trillion. <\/p>\n\n\n\n<p>The opening session also\nsaw <strong>Kristalina Georgieva, Managing Director of the International Monetary\nFund<\/strong>, engaging in a discussion with <strong>John Defterios of CNN<\/strong>. She said:\n\u201cWe owe the UAE a debt of gratitude\u201d for its achievements in women\u2019s\nempowerment.\u201d She noted that \u201cbig chunks of the world don\u2019t know that,\u201d and\nstressed on the need to amplify the message that \u201cthe tide is turning for women\nin the Middle East.\u201d<\/p>\n\n\n\n<p>Speaking about the\nimpact of greater gender equality, she said: \u201cIf tomorrow we woke up in a world\nwith 100% gender equality, the wealth of the world would be, according to the\nmost recent data, $172 trillion bigger. We would be a much richer world. If we\nare to bring the Middle East on par with the more advanced economies, over the\nnext years, there would be $1 trillion more in output.\u201d <\/p>\n\n\n\n<p>Answering a question\non the impact of the Novel Coronavirus epidemic on the Chinese economy, she\nsaid: \u201cIt is too early to say. We don\u2019t yet know what is the nature of this\nvirus. We don\u2019t know how quickly China would be able to contain it. We don\u2019t\nknow whether it will spread to the rest of the world. But what we do know is\nthat it is going to affect global value chains. It is affecting tourism and\ntravel. If it is contained rapidly, there can be a sharp drop and then a very\nrapid rebound, what is known as a V- curve. We\u2019re very much hoping this is\ngoing to be the case.\u201d<\/p>\n\n\n\n<p>China has been slowing\ndown naturally, she noted. However, \u201cas a result of the reduction in trade\ntensions, with the Phase 1 trade agreement signed between US and China, we\nactually have been predicting some improvement for 2020. The bottom line is, we\nare in a world with more uncertainty. We have to build more predictability to\ncounter this uncertainty. The virus, we cannot predict. But interest rates or\nhow we are going to go about trade, that is something in our hands.\u201d<\/p>\n\n\n\n<p>\u201cChina today has a\nmuch bigger share of the global economy than during the SARS epidemic. If\nthings go bad for China, that is not good news for the rest of the world. But\nthey are working very hard to contain the epidemic,\u201d she said.<\/p>\n\n\n\n<p>\u201cFor now, we are\nsaying that our forecast is 3.3% growth for the global economy,\u201d she said. \u201cThere\ncould be a cut. We are hoping that it would be between 0.1-0.2%. I wish I could\nlook at the crystal ball. There is still a great deal of uncertainty,\u201d she\nadded. <\/p>\n\n\n\n<p>Earlier, <strong>HE Mona Al\nMarri, Chairperson of the Board and Managing Director of Dubai Women\nEstablishment<\/strong> delivered the welcome note at the opening session. \u201cThe theme\nof this Forum, \u2018The Power of Influence\u2019, captures the essence of His Highness\nSheikh Mohammed bin Rashid Al Maktoum\u2019s vision to elevate the status of women\nacross all sectors and levels. This mission has been transformed into a reality\nthrough the creation of the UAE Gender Balance Council and Dubai Women\nEstablishment, led by Her Highness Sheikha Manal bint Mohammed bin Rashid Al\nMaktoum,\u201d she said.<\/p>\n\n\n\n<p>\u201cWhether it is through\nideas, actions or new partnerships, we can shift perspectives, exchange\nknowledge and shape policies that further women\u2019s positive impact around the\nworld, building our influence to inspire families, communities and even entire\nnations. Since the foundation of the UAE 48 years ago, our leadership\u2019s vision\nhas guided the country in establishing itself as a global model for rapid\nprogress in women\u2019s empowerment and gender balance. The UAE\u2019s experience in\naccelerating women\u2019s participation in the society and economy serves as an\ninspirational reference for countries seeking to transform the environment for\nwomen.&nbsp; We are confident that we will see\ngreater achievements in the years to come,\u201d she said. <\/p>\n\n\n\n<p>The second edition of the Global Women\u2019s Forum Dubai, organised by the\nDubai Women Establishment rom February 16-17 under the theme, \u2018The Power of\nInfluence\u2019, highlights dynamic women across governments and the business world,\nas well as their significant impact and valuable contributions across the\nglobal economy and society.<\/p>\n\n\n\n<p>Over 100 leaders and experts from across the world have come together to\nengage in constructive dialogue on the advancement of women at the two-day\nForum.
